"TIP – transparent, innovative, perfectly tailored": programme for founding a business


The state’s new programme for founding a business was presented to the public jointly by the Ministry of Economic Affairs, Labour and Tourism and the chambers of trade, commerce and crafts in June 2007.

In particular the initiative of the Ministry of Economic Affairs aims to create jobs on the labour market based on supply and demand. State funds for the founding of new business have been realigned correspondingly.

It is no longer a question of promoting as many new businesses as possible in the state, but rather to support the founding of sustainable business in Mecklenburg-Vorpommern. The former initiative "Just Start" has been replaced by another promotion philosophy. The state’s new programme for founding a business focuses on a well-prepared start.

Successful components of the state’s old plan for founding a business will continue to be implemented. This includes the mentoring programme, whereby top managers share their experience and know-how with new business founders. Supporting student companies also belongs to this. With www.schuelerfirmen-mv.de student business initiatives now have their own Internet site in Mecklenburg-Vorpommern.

The Internet portal www.gruender-mv.de provides a comprehensive platform of knowledge and experience for those who are just starting off in business and for those already in business.

The state’s new programme for founding a business is set up in modules – from the founding idea to the founding concept and on to the actual founding and even further on into the expansion phase. In every phase of the process perfectly tailored and coordinated constructive instruments are available.

For anyone interested in starting up a business initial path-breaking consultation is provided by accredited central contact points such as the Chambers of Trade and Commerce, Chambers of Crafts and the Gesellschaft für Struktur- und Arbeitsmarktentwicklung (Association for Structure and Labour Market Development). The initial consultation is free of charge.

Basically new is the changeover of the founder’s qualification to a system of training cheques or credit vouchers. In the future founders receive a training cheque after completion of an individual need analysis (initial consultation) at the central contact points and decide on their own which qualification module they will attend. In addition to the basic module there are also special modules. A modular coordinated offer is set up to suit the founder’s individual needs; the founder then selects the module to be used. The basic courses and the special courses require the 20 per cent financial participation of the business founder. According to the regulations governing advanced training, vouchers can be redeemed individually at certified institutions.

Technology-oriented businesses are considered to have a sustainable and structure improving impact on the state. In order to support these in particular new state grants for technology-oriented founders are being set up. The grants are allocated for a maximum of 18 months and amount to 1,000 euros per month. A special jury determines who is awarded the grants.

The new state plan for the promotion of the founding of new business aims beyond the concrete founding and additionally provides founders with supporting modules for the later expansion of their businesses. Financing after successfully setting up a business plays a key role in this.

Especially small companies have difficulty obtaining financing at economically justifiable conditions from a commercial bank. In order to expand business operations the micro loan - which until now could only be applied for prior to the start-up of the business - is stocked up. Within 36 months after beginning business operations the founder can apply for a micro loan of maximal 20,000 euros at an interest rate of 5 per cent if there is a takeover of an enterprise, if at least one person is employed who is subject to social insurance contributions, if a commercial bank co-finances the same amount or an apprentice or intern is engaged.
