The Land Mecklenburg-Vorpommern is divided into six state districts and two self-administrative towns. The districts on the other hand comprise a varying number of communities, which are administered for the most part by public offices.

State districts and communities are independent regional authorities. A district and its communities have a close partnership relation to one another. They have their own respective representatives who are elected directly by the people.

The district disposes of certain core competencies. In particular, it has planning and organisational autonomy as well as personnel, tax, judicial and financial autonomy. The tasks are divided into voluntary tasks of its own impact sphere (voluntary tasks and compulsory tasks) and of the assigned impact sphere.

The rights, obligations and administrative structure of the state districts are regulated in the communal constitution of Mecklenburg-Vorpommern. The district administrator called the Landrat is the head of district administration. The representatives of the citizens within a district form the district council called the Kreistag.
